In France, public school teachers cannot be laid off. Teachers Unions call for strikes when retiring teachers are not replaced--even when the population of school-age children declines.
To provide a little perspective, here's an article about massive firings in the immense California education system. More than 5196 people received pink slips this year alone due the budgetary crisis.
