Unfortunately, some unscrupulous operators milk the government loans for their own profit, recruiting "students" who are unprepared for university level study in order to pocket the taxpayer funded loans. The result: the student ends up with debt but no diploma; the taxpayers are on the hook for the unpaid loads; and the unscrupulous for-profit university make huge profits.
